Jobs Description

Supervises the overall provision of Human Resources services, policies, and programs for Head Quarter. The major areas directed are: recruiting and staffing; organizational and space planning; performance management and improvement systems; organization development; employment and compliance to regulatory concerns; employee orientation; employee relations; employee communication; employee services and counseling. Conducts new employee processing. Provide timely accurate and thorough Performance Reviews for supervised employees; Supervise the employment process, the application and testing process, review of applications, background checks, physicals and other pre-employment process; Conduct the recruitment process to ensure positions are filled in timely manner with qualified personnel and according to policies set forth by the HR Department; Respond to and resolve difficult and sensitive employee inquiries and complaints regarding the employment process, answer questions and provide employment policy information to employees; Keep abreast of the latest developments in the HR field as related to compensation, employment and employee relations; Select, train, motivate and evaluate assigned staff, work with employees to correct deficiencies, implement discipline procedures, recommend employee terminations; Analyze and evaluate a variety of data including turnover, recruitment, performance appraisals and salary surveys, recommend policy and procedure changes and appropriate; Ensure adherence to company policies and procedures; Prepare monthly & quarterly reports; supporting annual reports; Other HR tasks 25% Provide timely accurate and thorough Performance Reviews for supervised employees; Supervise a HR Officer in administering compensation and benefits including SSO and insurance. Handle staff performance review Introduce new staff to other staff. Conduct induction to new staff and exit interview to outgoing staff. Conduct training to staff on the new policy related to compensation and benefits as needed. Keep abreast of the latest developments in the HR as related to compensation, employment and employee relations; Select, train, motivate and evaluate assigned staff, work with employees to correct deficiencies, implement discipline procedures, recommend employee terminations; Analyze and evaluate a variety of data including turnover, recruitment, performance appraisals and salary surveys, recommend policy and procedure changes and appropriate; Review and perform quality checks on classification, employment, benefits, retirement and compensation activities processed through the HR department; Ensure adherence to company policies and procedures; Prepare monthly & quarterly reports; supporting annual reports; Assist the HR department in performing a wide variety of clerical duties including filing of personnel files; classifying applications forms and file them according to the positions; scan, print and make copy of all personnel paperwork as needed. Conduct induction to new staff as assigned Performs all related duties as directed by HR Director and EMC-KSO.

Jobs Requirement

Bachelor Degree in Human Resources or Business Administration or related field; At least 4 -7 years’ work experience in Recruitment or Human Resource and 1 year experience in administration; Strong background on recruitment processing including candidate shortlist, interview, result Summary, and etc. Able to travel to work on KSO site as per work requirement; Knowledge of Lao Labor regulations; Experience in staff database management; Able to communication both in English and Lao; Good negotiation, good organizational and administrative skills; The ability to work under pressure and meet targets; Proficient in MS Office Suite, to include Word, Excel, and internet “Outlook”; The ability to work well in a team.
