Jobs Description


 1. Recruitment & Workforce Planning 


·      Develop and implement recruitment strategies to attract and retain skilled workers, machine operators, and administrative staff. 


·      Coordinate hiring processes, including job postings, interviews, selection, and onboarding. 


·      Manage workforce planning to meet seasonal demand fluctuations in rice production. 


 


 2. Compensation & Benefits Administration 


·      Oversee payroll processing, ensuring accurate and timely salary payments. 


·      Manage employee benefits, including health insurance, leave policies, and incentives. 


·      Conduct salary benchmarking and recommend competitive compensation structures. 


 


 3. Employee Relations & Engagement 


·      Develop and implement policies to maintain a positive work environment and reduce labour disputes. 


·      Address grievances, conflicts, and disciplinary matters in compliance with labour laws. 


·      Organize employee engagement programs to enhance morale and productivity. 


 


 4. Training & Development 


·      Identify training needs and implement skill development programs for workers and management. 


·      Ensure compliance training on safety, hygiene, and operational best practices. 


·      Promote leadership development for potential supervisors and managers. 


 


 5. Compliance & Labor Law Adherence 


·      Ensure compliance with Cambodia’s labour laws, including employment contracts, working hours, and overtime regulations. 


·      Liaise with government authorities regarding labour inspections, social security, and compliance audits. 


·      Maintain employee records and ensure proper documentation. 


 


 6. Workplace Safety & Health (OSH) 


·      Enforce workplace safety policies and procedures in line with industry standards. 


·      Conduct risk assessments and implement occupational health and safety measures. 


·      Lead safety training and emergency preparedness programs. 


 


 7. Performance Management 


·      Implement and manage performance appraisal systems. 


·      Develop KPIs and set productivity goals for employees. 


·      Address performance issues and create improvement plans. 


 


 8. HR Strategy & Organizational Development 


·      Align HR strategies with business objectives to enhance workforce efficiency. 


·      Foster a culture of teamwork, accountability, and continuous improvement. 


·      Implement HR digitalization initiatives for better employee management. 


 


 Qualifications & Experience: 


·      Bachelor’s degree in Human Resource Management, Business Administration, or related field. 


·      Minimum 5 years of HR experience, preferably in manufacturing, agribusiness, or milling operations. 


·      Strong knowledge of Cambodian labour laws and HR best practices. 


·      Experience in handling blue-collar workforce management is a plus. 


·      Strong leadership, communication, and conflict resolution skills. 


 


 Preferred Skills: 


·      Proficiency in Khmer and English (both spoken and written). 


·      Ability to handle high-pressure situations and resolve labour issues effectively.
