Jobs Description


1. Develop and implement Human Resources policies and procedures and all HR related management and administration duties applicable to the work place.

2. Work closely with Ministry of Labor, external Labor Organization (Camfeba) and all related local regulatory bodies for guidelines and compliance in accordance to the Cambodian labor laws.

3. Maintain positive professional relationship with other HR practitioners/professionals within the industry, government bodies and other relevant authorities.

4. Administer registration of new hires (local and foreign) to Labor Office & National Security Fund (NSSF) in conformance with legal requirements.

5. Organize bi-monthly dialogue session between management and staff, and Shop Steward Representative.

6. Handles all recruitment and screening process of applicant including Job Posting, preliminary screening, conduct first interview, liaising with Department Heads on follow up interview, reference check on shortlist/ selected candidate and employment process.

7. Supervises and assist Department Heads on administration functions from induction (orientation) of new hire, termination/cessation, counseling, employee/ industrial relations such as disciplinary issues including that of domestic inquiry; where applicable.

8. Maintain constant communication and positive rapport within all levels of the organization to enhance management-staff relationship and update Staff Notice Board on general hotel, trade and corporate office development.

9. Supervise and manage all staff welfare related matters; i.e. Male & Female Staff Locker Rooms, Staff Canteen, annual and periodical staff activities and gatherings, medical claim and reimbursement, staff transportation etc.

10. Monitor the staff schedule and clock in/out system (biometric/ finger-print) and work closely with Finance Payroll to verify and ascertain duty and leave roster, overtime and related staff payroll matters.

11. Assist General Manager/ Hotel Manager in the area of compensation and benefits by conducting bi- annual inter-hotel salary, service charge and benefits analysis.

12. Liaises with Department Heads on annual manning headcount budget requirement and submit projected payroll, compensation and benefits budget for approval.

13. To ensure implementation and adherence of grooming standards by all uniformed, non uniformed employees and contract workers (i.e. drivers, gardeners, Security Guards etc.).

14. Organize and facilitate generic and specialized training in line with the departmental and hotel training needs with objective in developing staff skill and knowledge level.

15. Ensure use of English medium by all staffs while at work and front of house.

16. Responsible in liaising and maintaining all departmental Job Descriptions, Organizational Chart, Standard Operating Manual (QSS) and copies of respective staffs’ MFE Appraisal.

17. In charge of hotel’s Employee Handbook and to update as and when necessary, with endorsement from the regulatory body.

18. Provides annual hotel Training Budget upon liaison with the respective departments’ requirement.

19. To monitor on departmental headcount, staff requisition, overtime and casual worker request for compliance to budget and business demand.

20. To conduct regular Departmental Communication Meetings.

21. To support the hotel’s objective on service excellence by recruiting and training people to provide exceptional service to all hotel’s guest.

22. To ensure that Human Resources personnel provide the appropriate level of professional, courteous and caring service to fellow employees (internal customers).

23. Participate and take active role in the hotel’s Emergency Response Team function and ensure implementation of process flow (where necessary) and compliance by staffs.

24. Take part in any hotel project initiative or working committee, i.e. Energy & Water Conservation team efforts, Staff Party committee etc.


** Other Duties

• To maintain strong, professional relationships with relevant representatives from competitor hotels, business partners and other organizations.

• To respond to changes in the Human Resources function as dictated by the industry, company and hotel.

• To read the hotel's Employee Handbook and have an understanding of and adhere to the hotel's rules and regulations and in particular, the policies and procedures relating to fire, hygiene, health and safety.

• To attend training sessions and meetings as and when required.

• To carry out any other reasonable duties and responsibilities as assigned.
