Jobs Description

** Job Description The Provincial Manager will work directly with the Program Manager to manage all Holt Cambodia programs in Battambang Province. The Provincial Manager is responsible for ensuring the delivery of quality programs and services, strengthening government relations, and developing a motivated and professional team of Holt Cambodia Programs in Battambang Province. This position is based in Battambang Province, Cambodia with some travels to Phnom Penh and other provinces. ** Duties and Responsibilities: - Manages all Holt Cambodia programs in Battambang Province by directing the operations of program service delivery systems which may include: accountability and compliance to funding requirements; oversight and management of the programs. - Manages and coordinates all Battambang staff including Team Leaders to implement all activities in field work of the target area in Battambang and provide strong technical capacity building to Team Leaders to have strong capacity to lead the programs in Battambang Province; - Communicates with the Program Manager to set direction of the programs, and develops program design and work plans, ensuring compliance with quality service delivery timelines. - Reports regularly to the Program Manager in prescribed formats, manages information flow, and submits written and statistical reports in prescribed formats. - Represents Holt Cambodia in Battambang by developing and maintaining a communication network with NGOs/INGOs, the Provincial Department of Social Affairs, Veterans and Youth (DoSVY) and other relevant government authorities by regular networking with such officials, and exploring and implementing programs through joint collaboration. - Works closely with the Program Manager to coordinates with central and local Government authorities and organizations involved to implement all programs in Battambang Province; - Reports any emerging challenges or unexpected issues occur during the process of implementation for group discussion, early intervention and solutions in timely manner; - Submits detailed reports on monthly basis and being available for discussion following the progress of the programs with a prior notification of time; - Maximizes Holt’s mission by assessing and implementing new ways to assist homeless and vulnerable children in Battambang Province. - Empowers staff by providing clear performance objectives, guidance, evaluation and training; and provide appropriate avenues for staff to present ideas or concerns related to their work. - Ensures overall staff coordination by scheduling regular staff meetings and making frequent visits to the field, and by jointly planning overall country strategies in conjunction with the Program Manager. - Promotes the development of Holt’s child welfare programs by participating in community meetings, public relations events, and training activities. - Other duties as assigned.

Jobs Requirement

- Degree in social work, psychology and related fields is highly desirable. - Experience working in child welfare settings highly desirable. - Requires at least five-year work experience in the non-profit sector in child welfare and program development. - Experience managing/implementing/developing child welfare programs and services in Cambodia with local and international NGOs. - Excellent communication skills, diplomacy and experience working with government officials, communities and a variety of partners and service providers. - Ability to work independently and lead teams. - Able to read, write and speak English and Khmer fluently. - Knowledge on alternative care and permanency planning for children is a plus. - Computer literacy (MS Office, Internet and e-mail). - Be calm, patient, organized and independent.
