1. The Ministry of Public Works and Transport has received financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Preparation of Urban Infrastructure Development Project and intends to apply part of the proceeds for consulting services.

2. The Ministry of Public Works and Transport now invites qualified and experienced national consultants to indicate their interest in providing the Service. The detailed

Terms of Reference (TOR) for the assignment can be found at the following website: www.mpwt.gov.kh/kh/documents/other/755 or can be obtained at the address given below. The consultant will be selected in accordance with the AIIB’s Procurement Policy (June 26, 2024, as amended from time to time) and Directive on Procurement Instructions for Recipients (July 26, 2024, as amended from time to time) and Royal Government of Cambodia’s Standard Operating Procedures.

3. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selecting criteria are:

(i) At lease bachelor’s degree in business administration, Commerce, Law, Engineering, or a closely related

field.

(ii) Minimum of 8 years of relevant experience in procuring goods, works, and consulting services for projects funded by bilateral/multilateral organizations like AIIB, WB, ADB, EU, and other development donors.

(iii) Minimum of 5 years of experience with the Royal Government of Cambodia's Standard Operating

Procedures for Implementing All Externally Financed Projects/Programs is a strong advantage.

(iv) Ability to work independently and provide training to others as needed.

(v) Excellent

communication and collaboration skills, with the ability to work effectively as part of a team. (vi) Fluency in

written and spoken English and Khmer, with strong report writing skills.

4. In submitting their expressions of interest, national consultants are kindly requested to indicate the

following reference (MPWT-UIDP-IC-01) and provide their updated Curriculum Vitae with recent photo,

indicating personal and technical skills, education qualifications, experience in similar assignments, along

with the names of three (3) referees with contact information (e-mail address and telephone numbers).

5. The duration of the contract is 23 Months.*OFFICIAL USE ONLY
