Jobs Description

1. Human Resources Management

  • Lead and oversee all HR functions of the factory, including manpower planning, recruitment, onboarding, attendance, payroll coordination, training, employee relations, personnel records, and labor compliance.
  • Ensure HR policies, processes, and daily operations are implemented effectively and consistently.
  • Supervise and guide the HR & Admin team to deliver timely, accurate, and service-oriented support to internal stakeholders.
  • Handle employee relations matters, disciplinary cases, and grievance issues in line with company policy and applicable labor law.
  • Support management with HR reporting, workforce updates, and people-related recommendations.

2. Administration Management

  • Oversee factory administration to ensure smooth operation of office services, facilities, security, housekeeping, and general support functions.
  • Ensure the workplace environment is safe, organized, and properly maintained to support factory operations.
  • Supervise administrative processes and support services to ensure timely execution, effective internal coordination, and operational continuity.
  • Monitor the quality and effectiveness of administrative support provided to departments across the factory.

3. Legal Documentation and Authorization Control

  • Monitor and control company legal and administrative documents, including licenses, contracts, official correspondence, and documents required for communication with local authorities.
  • Ensure proper filing, validity tracking, renewal follow-up, and internal control of key legal and corporate documents.
  • Coordinate matters related to Cambodian labor compliance, NSSF, labor inspections, expat quota/work permits, and other regulatory requirements applicable to factory operations.
  • Support communication and follow-up with relevant government authorities to ensure timely compliance with statutory requirements.
  • Review and coordinate documentation related to the Director’s authorization and signing procedures, ensuring documents are routed correctly, signed by the right authority, and maintained in line with company requirements.

Jobs Requirement

  • Proven experience in overseeing the full scope of HR operations, preferably in a factory or manufacturing environment.
  • Strong working knowledge of recruitment, attendance, payroll, employee relations, labor compliance, training administration, and HR documentation.
  • Experience in supervising Administration from a managerial and control perspective.
  • Practical understanding of legal documentation, labor-related compliance, license management, contracts, official correspondence, government liaison, and authorization procedures.
  • Strong leadership, coordination, communication, and problem-solving skills.
  • Ability to manage a team, prioritize tasks, and ensure stable day-to-day operations across multiple support functions.
  • Familiarity with labor authorities, inspections, NSSF, work permit procedures, and regulatory compliance in Cambodia is a strong advantage.
  • Experience in manufacturing, industrial, or factory-based operations.
  • Prior responsibility for both HR and Administration functions within the same role.
  • Confidence in working with government authorities, legal documentation, licensing, labor compliance, or internal approval procedures.
  • English communication skills are preferred.
  • Ensure the factory HR system operates effectively, complies with labor regulations, and supports manpower needs.
  • Ensure Administration activities are properly supervised and effectively support factory operations.
  • Maintain proper control and timely handling of legal documents, licenses, contracts, compliance records, and authorization-related documentation.
  • Improve internal governance and strengthen coordination across departments.
