1. Public Financial Management Reform Program (PFMRP) has a long-term vision with amibitous and realistic goal to transform Cambodian public financial management system to meet international best practice by developing the four cores of the PFMRP, “System, Institutional Mechanism, Legal Framework and Human Resources” since 2005. And these cores are to determine the success, discipline, transparency, accountability, effectiveness, and efficiency of the PFM system. Presently, the PFMRP has reached the Stage 3, “Budget-policy linkage”, which mainly focuses on three important areas, (1). strengthening revenue collection and management, (2). strengthening and expanding FMIS Phase 2, and (3). strengthening and expanding program budgeting. The Ministry of Economy and Finance (MEF), General Secretariat, Steering Committee of the Public Financial Management Reform (GSC), as the implementing agency for PFMRP intends to use part of the proceeds of the grant for the services of Tax Administration Monitoring and Evaluation Specialists (Local Consultants). 2. Qualifications - Holding Bachelor Degree or higher with the majors of Finance, Economy, Business Administration, Public Policy, or related fields - Having at least 2 years of working experience on Research, Monitoring & Evaluation - Having experience and knowledge using tools, methodologies, or principles on Monitoring & Evaluation (M&E), are preferable - Having relevant experiences on taxation, research or M&E - Having knowledge about the tax and custom administration - Having the abilities and skills on data collection, research and data analysis - Having the ability of analysis and problem solving, being patient to work under pressure - Being able to write and speak Khmer and English
