Jobs Description

Responsibilities: The M&E and Digital Data Expert are responsible for: • High-quality results-oriented monitoring, analysis and communication of progress and results to management and advisors of the Enhanced Land Tenure Security (ELTeS) Project on an ongoing basis • Ensuring that digital data practices in the project – from collection to storage and use – are in line with evolving GIZ requirements and international good practice • Backstopping of and support to external appraisals, evaluations and reviews as required • Contributing to the development of future digital M&E tools and their application • Serving as Focal Point for Digitalization in the Lao-German Land Program Main tasks: The M&E and Digital Data Expert are responsible for: • Coordinates monitoring and evaluation activities to ensure data on the ELTeS logical frameworks and additional indicators is available in a timely fashion for decision-making, reporting and communication purposes; • Ensures and/or conducts high-quality data collection, analysis, and communication of findings to all relevant data users; • Collaborates closely with all relevant Land Programme colleagues on identifying and providing needed M&E support; • Identifies barriers and gaps in M&E processes and tools and makes suggestions for improvements to leadership and colleagues; • Supports externally conducted reviews, appraisals, and evaluations; • Backstops project colleagues on logistics and planning of field-based monitoring and reviews; • Ensures lessons learned and key monitoring findings are available to all end-users in appropriate formats including but not limited to dashboards and written outputs. • Provides advice on responsible data practices to project staff and leadership as well as project partners where appropriate; • Develops or coordinates training for project staff and partners, on monitoring and evaluation, knowledge management, digital tools, and overarching digital strategies; • Documents innovative digital practices and engages actively with GIZ-internal and external exchange fora.

Jobs Requirement

• Bachelor’s degree preferably in the social sciences or related subjects • Experience advising international and/or governmental organizations on M&E processes and measures; • Experience of contributing to and coordinating data collection and monitoring processes, including field-based activities; • Knowledge of digital tools for data collection and analysis; • Experience of working with local communities in Lao PDR; • Familiarity with issues of gender, social inclusion, and rural development; • Experience of training others on monitoring incl. the use of digital tools is an asset; • Written and spoken fluency in English and Lao • Proficiency in the use of MS tools and experience with data collection software • Willingness to adapt, learn and look for creative solutions • Gender knowledge or gender mainstream
