*** The successful National Individual Consultant shall have the following qualifications and experiences: • At least advanced university degree in accounting, audit, business administration, Information Technology, or a related field; or professional accounting, auditing or related qualifications (CA, CPA, CIA, CFE). • At least 10 years of working experience in public and private sector internal auditing, including review and development of audit procedures, data analysis data testing and more broadly in the design and implementation of public and private sector internal audit reforms in developing countries. • Specialist must have demonstrated competence in INTOSAI Auditing Standards and Local Standards for the Professional Practice of Internal Auditing issued by the Institute of Internal Auditors or similar recognized authority. • Specialist will have strong knowledge of public and private sector internal auditing standards and practices; internal audit tools and techniques. • Experience in the development and utilization of internal audit manuals for the public and private sector will be well regarded. • Specialist will possess effective interpersonal and communication skills and will be responsible for working closely with MEF and 6 line ministries in strengthening the internal audit function in MEF and the 6 line ministries. Fluency in written and spoken English is required.
