Jobs Description

1. Deputy Operational Manager * Job Responsibilities * General Mission Carrying out projects assigned to him while insuring the respect/control of margin level, timing of projects, QMS rules, safety and image of the Company. * Project Management . In charge to manage successfully specific projects, including among other tasks: * Pre-Bidding Stage: - Working upstream to try to influence or close the specifications and create a favorable situation for the Company or its principals under instructions from Manager * Bidding Stage: - Study carefully the Bid documents to identify all necessary technical and commercial specificities as well as risks and send to Manager as soon as possible. - Clarification preparation and submission * Contract Stage: - Participate in the negotiate the contract with customer under instruction from Manager keeping in mind to preserve the interest of the Company - Prepare budget and planning of the projects. Follow up. * Preparation of documents to be submitted for approval, including necessary design and calculation. * Follow up the technical team on site, to ensure the quality of the project, and the respect of our process. * Keep the relation with the customer during the project. * Make payment request to Administration on time to avoid implementation delays. - Respecting the contractual obligations of the parties. - Keeping Manager regularly informed about implementation of projects and problems which may happen * Management of the operational team - to monitor construction progress with subcontractors, engineers, architects and key team members of the project team (including worker productivity), - Allocate, manage and control the resources to ensure that they are available when they are needed throughout the duration of the project, - Ensure clarity of responsibility for the site team through briefings and daily communication, . Develop and train staff to ensure high skill levels and technical competence. * Quality Management - Respect the Company / Division quality management system * Reporting to Manager - Detailed activity report about all followed projects (weekly) - All problems which may affect profitability, timing, company credibility, safety, QMS … and/or for which he need the advise / arbitration of the Manager * Key Performance Indicators (KPI) - Monthly reporting of projects (regularity and content) - Respect of QMS procedures - Respect of Health and safety procedures 2. Procurement and Logistic Manager * General Mission In term of procurement, the Manager responsibilities include strategizing to find cost-effective deals and suppliers. He’s responsible for the procurement of products and goods for use in the business by identifying potential supplier sources, screening them and negotiating favourable payment terms. Other duties include monitoring supplier performance and ensuring contractual obligations are met. In term of logistic, the manager is responsible for all aspects of the logistics supply chain, stores management, development and optimisation of site logistics solutions to meet the needs of the project. * Procurement - In charge to manage successfully the procurement for all projects, including among other tasks: - Responsible for and plans, organizes and manages the procurement process for all projects. - Manage the Process purchase orders to acquire goods. - Ensures that the procurement process is in adherence to company and client requirements, company policies and procedures to ensure successful delivery of project requirements. - Interface with other departments and vendors for all matters related to the procurement of Projects materials, equipments and services scope. - Develop in conjunction with Project Managers/Coordinators the Project Procurement Plan and Execution Strategy for individual Projects. - Handle and manage Project request, commercial evaluations, PO award and PO administration to final delivery and PO close out. - Oversees all Procurement activities associated with the effective purchasing of Project requirements in accordance with Project or end user schedules, specifications and budgets. - Provide procurement support for Bids, and when necessary, participate in bid reviews and evaluations. Develop and maintain a commercially sound Vendor base, survey the market for new supply sources including non-traditional ones and maintain Project “Approved Vendor List”. - Evaluate vendor performance on continuous basis. - Monitor and review market conditions and price & delivery trends for Project materials and equipment’s. - Provide support to project cost controls in procurement related activities, bid versus buy analysis and the preparation of cash flow plans for project purchases orders * Logistic Management - In charge to manage successfully the logistic for all projects, including among other tasks: - Liaising with project suppliers and managing all movements to and from the site. - Manage all the import clearance process. - Manage Logistics contracts with carriers, brokers and freight forwarders. - Creating and maintaining an organisational delivery management system. - Planning and maximising the use of delivery of material. - Ensuring materials are brought to site as and when required. - Ensuring waste is kept to a minimum and that disposal procedures are implemented. - Ensure that logistics system is operated in accordance with local and international customs laws, and that the logistics activities are in compliance with regulations. * Respecting the contractual obligations of the parties. * Monitor and Control - Monitor / control the budget of the material and the schedule for the delivery of material for each project - Monitor / control the material and logistic profitability of projects and propose remedy actions in case of deviance versus forecasted profitability. - Analyze the risks with suppliers and forwarders (payment terms, technical, currency, …) at each stage of the projects (quotation and implementation). * Quality Management - Respect the Company / Division quality management system * Reporting to Manager - Detailed activity report about all followed projects (weekly) - All problems which may affect profitability, timing, company credibility, safety, QMS … and/or for which he need the advice / arbitration of the Manager * Key Performance Indicators (KPI) - Weekly reporting (regularity and content) - Account Payable and Cashflow follow up (regularity and accuracy) - Respect of budgeted projects margin (and eventually ameliorate them) - Respect of contractual timing

Jobs Requirement

1. Deputy Operational Manager - Bachelor or Master Degree in any related field is required. - Good in Speaking/Reading/Writing English is required. - Good Computer skill (Ms. Word, Excel, Power Point, Internet, and Email) - More than five years of experience in related capacity (MV & HV project management) - Ability to analyse practices, methods and procedures and recommends new procedures. - Ability to work effectively with concerned authorities, engineers, vendors, client, and back office department. - Good skills about Health and safety procedures - Professionalism, honesty, integrity and teamwork. - Smart, flexible, able to work under pressure and complete work with deadline. 2. Procurement and Logistic Manager - Bachelor or Master Degree in any related field is required. - Good in Speaking/Reading/Writing English & Khmer is required. - Good Computer skill (Ms. Word, Excel, Power Point, Internet, and Email) - Five years of experience in related capacity - Knowledge in term of transportation procedure (FOB, At sight…), and financing solutions (ex: LC…) - Ability to analyse practices, methods and procedures and recommends new procedures. - Ability to work effectively with engineers, vendors, client, and back office department. - Professionalism, honesty, integrity and teamwork. - Smart, flexible, able to work under pressure and complete work with deadline.
