- Take the lead or assist on the WASH technical side with the design and implementation of needs assessments and initiate the tasks on community participatory approaches to access WASH needs in target communities according to SPHERE standards. - Provide professional technical input and advice to WASH Manager (When in-country) on design and construction of WASH facilities in target communities according to SPHERE standards. - Manage all WASH related construction - Prepare and submit budget estimations to respective WASH Manager (When in-country), or to Health Program Manager. When neither are in country submit to Head of Response, Rakhine. - Monitor WASH construction to ensure that procedure, materials and equipment comply with approved project plans and specifications, as well agreed standard quality. - Monitor and evaluate work progress and performance: make recommendations to improve the quality of all WASH construction. - Provide training for community volunteers on maintenance of WASH infrastructure. Coordinate with Hygiene Promotion Officer to train volunteers on proper hygiene. - Develop monthly work plans in coordination with the WASH Manager ( when in-country ) or to the Program Manager Health. In the absence of these individuals supervision is form Head of Response, Rakhine. - Participate and inform in regular meetings and workshops on progress of project activities and achievement of results. - Meet with local government officials and community groups to inform them of project work plans, facility designs and current and future activities; receive their input to ensure open dialogue and appropriate suggestions and approval. - Maintain a safe working environment at all the times. - Assist with the design and implementation of baseline and follow up surveys. - Assist M&E Officer, or any M&E consultant teams in the collection of data for needs assessment and evaluations. - Supervise WASH Project Assistant and all construction workers, contractors or companies. - Coordinate in a collegial manner WASH Hygiene Promotion Manager on Logistics activities to coordinate assistance from Logistics Assistant ( Shared between WASH Engineer and WASH Hygiene Promotion Officer ) - Travel to Sittwe to meet with department of heads and Head of Response, Rakhine, as needed to facilitate project implementation and troubleshooting. - File all reports, requests and paperwork as requested, and in the manner and format specified, by - Country Director, Head of Response for Rakhine, Program Manager Health, Finance ( Yangon and Sittwe ) , HR ( Yangon and Sittwe ) and Logisitics ( Yangon and Sittwe ) in a timely manner, according to RI procedure and on the date required. - Attend WASH cluster meeting in Sittwe as requested by immediate supervisor, or Head of Response, Rakhine. - Perform any other related duties as assigned by immediate supervisor, or Head of Response, Rakhine.
