- Work closely with the Supply Chain Manager, WPE Senior Manager and Health Coordinator to support implementation, coordination and selection process of projects and local construction contractors. - Conduct site feasibility surveys, develop detail design drawings with estimation, and develop detailed BOQ’s according to the national building code, best practices and in consultation with the local stakeholders. - Ensure quality assurances supervision and oversight of the infrastructure project activities, budget management, administration, and implementation dynamic of specific projects. - Coordinate with the IRC logistics department, ensuring that all PR’s are raised within standard timeframes and that all project materials are purchased and delivered to the project sites within the time frames needed. - Regular and frequent travel for monitoring and evaluation of implementation across the construction project sites in Sittwe and Rathedaung townships. Monitor and evaluate construction performance conditions, providing regular feedback and guidance through regular supervisory sessions and interaction with local stakeholders. - Remain flexible to perform other duties as required or requested by the senior management team.

- Bachelor’s degree in civil engineering, structural engineering or architecture. Masters is a plus. - At least three years of professional experience managing water and sanitation, or health infrastructure construction programs with International NGOs. - Knowledge of principles of construction statics, national building code and construction best practices. - Experience in implementing, designing and oversight of both horizontal and vertical structures. - Familiarity with state and union construction legislation, permits, safety practices and general guidelines in relation to technical documentation. - Ability to work well both within a team and independently, in a challenging, politically sensitive and fast-paced environment. - Good understanding of humanitarian principles of humanity and neutrality. - Operational knowledge of Microsoft Office software and basic GPS mapping; internet, - AutoCAD designing is a must. Minimum needed 2D designing ability. - Excellent interpersonal, organizational and time management skills. - Demonstrated analytical skills and report writing experience required. - Strong interpersonal, intercultural and communication skills. - Patience, diplomacy, flexibility, critical thinking and analytical skills. - Commitment to upholding IRC’s Code of conduct and principles of impartiality, accountability, and does no harm.
