Job Responsibilities:
1. Lead strategic planning, corporate governance and business planning
1.1 In consultation with the CEO, analyze, formulate and implement company strategy and new initiatives
1.2 Develop both short term and long term financial strategies
1.3 Develop performance measures in line with company's strategic direction
1.4 Provide executive management with advice on the financial implications of existing business activities and/or the impact of introduction of new initiatives and/or regulatory action
1.5 Lead the development of budget/forecast and company business plan
2. Lead the development of internal controls so as to ensure compliance with relevant accounting standards and regulatory laws and rules for financial and tax reporting.
2.1 Maintain up to date knowledge and information regarding the legal and regulatory framework, and lead changes to ensure ongoing compliance
2.2 Lead and coach finance staff to ensure effective and efficient implementation of the internal control systems.
2.3 Lead annual review of the internal control systems to ensure compliance.
2.4 Lead the development, review and implementation of the organizations’ risk management plan.
3. Lead the development and implementation of the financial and accounting systems
3.1 Ensure the maintaining of adequate and accurate records including balance sheet, and periodic income statement;
3.2 Lead the review and changes for financial and accounting policies and systems
3.3 Provide Finance staff the necessary training and other supports to enable them to fulfill their duties accordingly;
3.4 Lead the finance team to achieve their responsibilities: Oversee the processes for financial forecasting, budgets and consolidation and reporting to the organization; and ensure credibility of finance function by providing timely and accurate analysis, budgets, financial trends and forecasts
3.5 Oversee the approval and processing of revenue, expenditure, and position control documents, department budgets, etc.
3.6 Coordinate the preparation of financial statements, financial reports, special analyses, and information reports
4. Manage Liquidity and the appropriate level of Assets and Liabilities
4.1 Mange and responsible for treasury management of the company
4.2 Measure and control the institution funding requirement’
4.3 Analyze organization cash flow needs and ensure adequate liquidity to support the operations;
4.4 Coordinate relationship development with key lenders (Communication, reporting, compliance … etc);
4.5 Take lead in negotiating contract, term and conditions of loan agreement;
4.6 Ensure proper control and system in place for treasury management;
4.7 Recommend to ALCO and the Board of Directors policy or change in policy on liquidity and fund management and ensure timeliness, applicability and practicality of these policies;
5. Ensure Compliance to Regulators and Investors
5.1 Ensure absolute compliance to regulator on liquidity, capital adequacy, provisioning, reporting and other regulatory compliances;
5.2 Manage the Regulatory NBC reporting and compliance requirements
5.3 Ensure compliance to covenant and reporting requirement set by Investors;
5.4 Ensure compliance to audit recommendation and standard;
5.5 Attend to inquiries, on-site and off-site, from the National Bank of Cambodia, tax and other regulator, and external auditors.
5.6 Provide due assistance to the regulators and external auditors during inspection;
6. Risk Management
6.1 Act as risk and Compliance officer for the company;
6.2 Work with relevant department/unit to ensure all risks are identified and addressed;
6.3 Develop and maintain a proper system to manage risks;
6.4 Conduct regular self-risk assessment and recommend appropriate action to the management;
6.5 Represent the management in the risk committee.
7.Management and Administrative Function
8.A member of Management committee;
9.A member of Credit Committee;
10.A member of the ALCO committee;
11.Supervise, monitor and evaluate the works of the finance and audit teams and provide input to the annual staff performance appraisal;
Job Requirements:
- A minimum of bachelor level degree in accounting/ finance. MBA or CPA/ACCC degree is a plus.
- Complete ACCA is highly preferable
- At least 2 years of similar experience in a financial management role, ideally in a MFI environment
- At least 5 years of experience in a financial management role.
- Good understanding of Cambodian Accounting Standards (CIFRS) and International Accounting Standard (IFRS)
